Ann-Frances Lambert is a Richmond native, born and raised in Northside’s Battery Park and Ginter Park neighborhoods. The daughter of the late Senator Benjamin J. Lambert, III, she obtained firsthand experience in politics by attending numerous political functions with him.
“My father was the person who showed me how to bring communities and people together. Now is the time to
put those lessons into action.”
Ann Can Get it done when it comes to Public Safety and keeping citizens safe and informed. Lambert supported 8% salary increases for all city employees including First Responders, Fire and Police. Secured funding for a Successful Gun BuyBack program removing over 500 + guns off the streets of Richmond. Passed legislation for the First Citizens Review Board.
Ann Can support Accessible and Attainable housing here in the City. City Council increased the funding for the Eviction Diversion Program by $1.0 million, and $500K for the creation of a Right to Counsel pilot program to enhance (EDP) efforts and to keep citizens in their homes.
Ann Can and Ann will always be in support of Education. Along with her colleagues on City Council, they fully funded Richmond Public Schools for the FY 25 budget at $239.3 million. An $87.7 increase than the 2017 allocation. $17.8 million increase for RPS operating budget. $414k for the We Matter RVA youth violence prevention program. $1.2 million in for the Family Crisis Fun, which has helped 936 Richmond households stay afloat during challenging times.
Ann Can support income producing economic development projects like the Diamond District Development Plan, which addresses the needs of the City to include affordable housing, jobs, and unprecedented 40% Minority Business Enterprise (MBE) participation; 40% Union labor for the stadium and infrastructure. A partnership with Virginia Union University (VUU) to establish the Diamond District Small Business Institute and an associated $250K revolving loan program. Recently City Council approved the transfer of the Richmond Redevelopment and Housing Authority's (RRHA) Calhoun Center to the City of Richmond PArks and Recreation Dept., by using $8 million from the American Rescue Plan Act (ARPA) to acquire and renovate this community center, including opening the pool.
